Thursday, Senator Manny Pacquiao proposed death penalty and penalties to increase for heinous crimes which involve dangerous drugs.
In his opening, Pacquiao said that the country's problem with regards to drug abuse and trafficking has lead to an emergency situation that needs urgent action.
"It is my humble opinion that our problem with heinous crimes related to the trafficking and abuse of dangerous drugs falls within the bounds of this constitutional limitation," Pacquiao said, illustrating Article 3 Section 19 of the Constitution.
