Exclusive - Caught On Cam: Batang Hamog Throws Rocks At Passenger For Refusing To Give Money

On the streets of Makati City on December 18 (Sunday), a street boy or "Batang Hamog" was captured on video throwing rocks at a passenger who did not give him money.

The incident apparently transpired at 4:30 in the afternoon at JP Rizal Extension. The kid attempted to throw rocks after riding the back of a jeepney, begging for spare coins. The passengers, apparently, refused.

The video of the incident, captured on a dash cam, shows that at least one passenger was hit.

According to the the Republic Act 9344 authored by Senator Kiko Pangilinan, minors under 15 years of age are not considered accountable for whatever crime they have committed, as stated in the Juvenile Justice and Welfare Act of 2006. However, this bill is now being amended by the house in order to lower age of liability to 9 years old.
